I believe you have to order it as part of the comfort package or as a separate option. We had a new model preview at Penske-Smart West Covina last Saturday. They had one light shine cabriolet left which did not have the comfort package or leather seating. Hope this helps and I am sure your dealer could easily answer this question for you.
I don't think you received the correct information from the dealer you contacted but I could be wrong. You should be able to order power steering as a separate option or as part of the comfort package. The only thing that might conflict with the comfort package is that the Lightshine has a different non-leather interior seating.
