I dont know how big or strong you are, but I just pulled the seat forward several clicks braced my feet on the floor, lifted my butt off the seat and pushed back with my shoulders and head,while holding the lever up. It moved back slowly, like a lot of friction. Maybe your seat is too far back and is hitting the seat belt retractor?
