I can only tell you how I fixed my 2008 passenger's seat recline. I sat in the seat, operated the recline lever, and pushed hard with my feet on the floor and my shoulders high on the seat back. The limiter yielded slowly and smoothly, and the seat recline worked perfectly afterward over a full range. Check around on other sites if you feel uncomfortable with this. That's where I found this method (forgot the actual site).

Hi Smarty,
you can move the base of the seat forward a little and should be able to recline the back some more. BUT, as far as Safety goes, he should not be riding in a very reclined position. The seatbelts won't work as their designed to do in case of an accident. He could slide under the chest restraint, and possibly get hurt more than if he was in a more upright position. As in all things, don't do it to the extreme.

Jim.
